Fly-tipper from Harrow fined for illegally dumping waste

A man from Harrow has to pay over £1,500 after he pleaded guilty to dumping waste in Buckinghamshire.

Cezary Subocz, from Harrow, pleaded guilty at High Wycombe Magistrates Court on Wednesday 5 October 2022.

The court heard that on Friday 28 January 2022, waste which included fence posts, cement, and a bucket, was found dumped at Spring Lane, Flackwell Heath in Buckinghamshire.

Buckingham Council’s Enforcement Team carries our regular surveillance at the location due to the area being heavily blighted with fly-tipping. On this occasion, the surveillance camera recorded the suspect’s vehicle arriving in the daytime and the driver was filmed fly-tipping waste onto the ground.

The vehicle was traced back to Mr Cezary Subocz at a Harrow address. Mr Subocz attended an interview at High Wycombe Police Station, where he admitted to dumping the waste in Bucks.

Magistrates fined Subocz £461 and ordered him to pay clean-up and investigation costs of £1,010. A victim surcharge of £46 was also levied – making a total to pay of £1,517.

Gareth Williams, Cabinet Member for Climate Change & Environment at Buckingham Council said: “Once again we have caught another fly-tipper in the act and once again, we have been successful in bringing them to justice in court. This should be a lesson to anyone else who thinks they can fly-tip in Buckinghamshire and get away with it. We have eyes everywhere and if we catch you, we will look to prosecute.”
