This week, Harrow Council launched a public consultation to explore potential changes to the Council Tax Support scheme, which is currently costing the local authority £19 million annually.
Facing escalating expenses, the council has proposed changes aimed at making the support system financially sustainable while continuing to protect Harrow’s most vulnerable residents.
Under the proposed changes, two-thirds of claimants, including those deemed most vulnerable and pensioners, will continue to receive existing benefits.
However, one in three beneficiaries might see an increase in their contributions starting next year if the adjustments are adopted.
The council has committed to introducing a hardship fund as part of the new scheme to assist those adversely impacted by the proposed changes.
The consultation process, facilitated through the platform ‘MyHarrow Talk’, will run until October 27, with several face-to-face community engagement events scheduled across various locations in Harrow.
Despite the council’s reassurances, the consultation has sparked controversy. The Labour Party has criticised the Conservative-led council for the expenditure of £160,000 on the consultation process, arguing it is an unnecessary use of taxpayer funds.
They highlighted, “over 4,000 of our most vulnerable families could lose more than £600 per year in vital support,” pointing out the financial impact on affected households.
The council has stated that no final decisions will be made until the consultation results have been thoroughly reviewed. A comprehensive report on the community’s feedback is expected to be presented at a cabinet meeting in December 2024. If approved, the new tax support scheme would be implemented from April 2025.
Harrow residents currently benefiting from the tax support are urged to participate in the consultation to voice their concerns and contribute to shaping the future of the scheme.
Detailed information about the consultation timeline and venues for public meetings is available on the council’s official website.
