Harrow Council has taken a new approach to combat fly-tipping in the borough, with 1,147 fines issued in 2023/24.
CCTV cameras have been set up to catch offenders in the act, and those caught will be featured on the council’s new ‘wall of shame’ and witness appeal boards, which are being placed in hotspot areas.
In the council’s first monthly roundup, fly-tippers were recorded dumping waste on Pinner Road and Park Way. Details of these incidents can be found on the ‘wall of shame’ page. The council is urging residents to assist by identifying the individuals involved. Those with information are asked to email the enforcement team at flytipping@harrow.gov.uk.
Cllr Pritesh Patel, Cabinet Member for Cleaner Streets and Public Safety at Harrow Council, said: “Like our residents, we are fed up with seeing fly-tipping happen on our streets. There are no excuses for it. These people show no respect for our borough, and we are determined to find them and fine them.
“We’ve already increased fines which now start at £1000, and our officers are checking all reported fly-tips. Our CCTV cameras are now also catching fly-tippers in action. Where there’s evidence, we will take action including taking these people to court.
“Our wall of shame asks for your help in identifying those individuals where we have been unable to do so.”
The council’s website will be updated monthly with appeals for information, which will also be shared on social media. These appeals are for cases where all resources to identify the fly-tippers have been exhausted, and public assistance is needed.
Residents struggling with waste disposal can find information on the council’s website. The local CA site offers free booking for Harrow residents, and the council provides one free annual bulky waste collection, fortnightly recycling and general waste collections, and weekly food waste collections. TRAID partners also offer free collection of textiles and clothing.

The council stated on the ‘wall of shame’ page, “Fly-tipping isn’t just disgusting, it’s a criminal offence and carried out by those who have no respect for their neighbourhood and those around them. Our cameras have caught offenders in action and we need your help in identifying them.
“This wall of shame will be updated each month. Your help will allow us to find and fine those responsible. It will also help send a strong message to anyone else who thinks this behaviour is okay.”
Offenders have also been spotted on roads such as Weighton Road, Harrow Weald, and Constable Gardens, Edgware.
