A new project at Greenhill Way Car Park, also known to residents as the old back entrance of Debenhams car park in Harrow Town Centre, is set to bring fresh opportunities for artists and start-ups.
Over the past three months, progress has been made on turning an underused part of the car park into a vibrant space for arts, culture, and business.
Shipping containers have been installed, which will soon be transformed into flexible workspaces and display units available for hire. These units are designed to support local artists and business start-ups, offering affordable rental space. A central leisure space, which will feature a café, is also taking shape.
Cllr Paul Osborn, Leader of the Council, and Cllr Norman Stevenson, Portfolio Holder for Business Culture and Economy, recently visited the site.
Speaking about the development, Cllr Stevenson said: “It’s wonderful to see this taking shape and transforming this part of the borough. Very soon we expect to see it kitted out and welcoming the first tenants on board. People have told us they need affordable rental space like we’re building and I can’t wait to see what fledgling businesses grow here.”
The project, known as “Meanwhile Use,” is intended to be in place for at least five years, with the possibility of a longer-term stay if it proves successful. In total, 13 workspace units will be available, centred around an open square with a raised walkway that invites visitors to explore an outdoor art gallery. This gallery will include sculpture displays and exhibition spaces.
Contractors Sullivan Brothers Construction Ltd and Jan Kattein Architects are overseeing the work, which is expected to be completed early next year.
Councillors unanimously approved the project in January, aiming to revitalise Harrow. Despite the redevelopment, the car park will still offer 200 spaces and one hour of free parking.
The project is funded by a UK Government programme that seeks to renew town centres, drive growth, and ensure future sustainability.
