Plans have been submitted to Hillingdon Council to convert an office building on an industrial site in Hayes into 75 flats for sale on the open market. The building is surrounded by industrial properties and residential housing in Hyde Park Hayes, near the A437.
The current site at the ‘HPH1’ building is home to offices, business lounges, receptions and changing rooms. The new block of flats would be built on three floors, with 25 homes on each floor.
Of the 75 homes proposed, 24 will be studio flats, 39 will have one-bedroom, six will have two bedrooms, and six will have three bedrooms.
Hillingdon’s Local Plan outlines the need for three bedroom properties – usually considered ‘family sized’ homes. However under these plans only 8% of the flats proposed would meet those borough-wide needs. The plans do not currently propose any social housing or rental units. All 75 flats would instead be immediately put on the market for sale.

In addition to the 75 flats, each floor, identically designed, will have 24 ‘hobby spaces’ and a residents’ lounge in the centre. The new development will be in an industrial area, immediately surrounded by offices, car parks and warehouses. There is also an Asda Superstore, Premier Inn and Hayes and Harlington Elizabeth line train station only minutes away.
A public consultation seeking local opinion and input opened on Monday, October 28. Residents can enter comments via the Hillingdon Council planning portal. The plans are yet to be decided on by the Planning Committee.
A decision on whether to approve the plans is expected by Sunday, December 8. If approved, work will begin on the site in January 2026, with completion expected by January 2027.
