A woman has been banned from Harrow Town Centre following repeated offences including shoplifting, drug use, and abusive behaviour.
Simone Burrows, from Harrow, has been issued with a Criminal Behaviour Order (CBO) after causing ongoing issues in the area over the last six months. Police said her offences included persistent begging, handling stolen goods, trespassing, and abusive behaviour towards both residents and local businesses.
Despite repeated efforts from charities to engage and support her, Burrows continued to offend. PC Ilahi from Harrow Police led the action against her, initially issuing a Community Protection Notice (CPN) in February 2025 aimed at protecting the public and local businesses. However, the notice was ignored.
PC Ilahi then arrested Burrows for a second breach of the CPN and attended Willesden Magistrates’ Court the following day to request a Criminal Behaviour Order. The order was granted and will remain in place for three years, preventing her from entering Harrow Town Centre entirely.
Harrow MPS said: “Working closely with Harrow Business Improvement District (Harrow BID) we have now been able to allay concerns from local residents and businesses, and should Simone Burrows be seen over the next 3 years in Harrow Town Centre she will be liable for arrest.”
They added: “CBOs are a powerful tool for combating prolific offenders and PC Ilahi’s vigilance and determination to continue keeping our town centre safe.”
