Harrow Council has launched a six-week consultation asking residents for their views on a proposal to increase parking fines in the borough.
At the moment, the council issues Penalty Charge Notices (PCNs) at Band B rates. Despite charges going up across London earlier this year, the council says nuisance and inconsiderate parking is still on the rise in Harrow.
This includes cars blocking driveways, parking on dropped kerbs, obstructing pavements and crossings, and making it harder for other vehicles to pass on narrow roads.
The proposal is to move Harrow to Band A, the higher tariff, which the council believes will act as a stronger deterrent and reduce repeat offences.
If approved, the charges would increase to:
- £160 (or £80 if paid within 14 days) for higher-level PCNs
- £110 (or £55 if paid within 14 days) for lower-level PCNs
Currently, Band B charges are £140 (£70 if paid within 14 days) and £90 (£45 if paid within 14 days).
The consultation only covers parking PCNs. There will be no change to penalties for moving traffic contraventions such as banned turns or bus lane violations, as these are already charged at Band A rates.
The consultation runs until 26 October 2025, and residents can have their say online by completing a short survey at talk.harrow.gov.uk/pcn-rebanding.
Once the consultation ends, officers will review responses and report back to London Councils, who will decide whether the change goes ahead.
