Plans have been published for up to 780 new homes at the former Kodak Factory site in Harrow, with several buildings proposed to reach between 10 and 16 storeys.
The proposals relate to the final phase of the Portra Rise development, part of the wider Harrow View East regeneration area near Headstone Drive, Eastman Village and Wealdstone.
The scheme is being brought forward by L&Q, which is a housing association. L&Q already has outline planning permission for the wider site dating back to 2015 and has previously completed one phase of development, delivering 246 affordable homes.

In consultation material, L&Q states: “We are now preparing an updated application to bring forward the last phase of our site.”
According to the exhibition boards, the proposals would deliver around 780 homes across multiple buildings, including family housing and wheelchair-accessible homes. When combined with earlier phases, L&Q says this would result in “a total of over 1,000 homes” across the site.
Building heights vary across the plans. Diagrams show a stepped approach to massing, with some buildings reaching up to 16 storeys. L&Q says: “Our proposals follow a stepped height strategy to ensure a sensitive transition from surrounding low-rise homes to taller elements within the context of the Harrow View East masterplan.”

The plans also include a new health centre, commercial space, resident amenities and public open space. L&Q describes the wider aims of the development as: “Delivering high-quality homes, generous green spaces, and essential supporting facilities, to create a place
Exhibition material shows around 13,000 square metres of public open space, including a landscaped “Green Link” running through the site. L&Q says this would connect Headstone Drive to Headstone Manor and include seating areas, planting and play space.
In terms of transport, the proposals include car parking, with around 70 spaces across the development. Cycle parking, electric vehicle charging and car club provision are also shown. Vehicle access would be via Hetherington Street and Rokeby Road, with internal routes prioritising pedestrians and cyclists

L&Q has already held a public exhibition event at Wealdstone Library Exhibition Space. Residents who were unable to attend are still able to view the exhibition boards online and submit feedback.
The consultation material states: “We are keen to understand the views of the local community and our neighbours ahead of submitting a planning application to the London Borough of Harrow in Spring 2026.”
No planning application has been submitted to Harrow Council at this stage. The consultation remains open until Saturday, 4 January 2026.
