A house in Queensbury, Harrow has been approved for conversion into a six-person House in Multiple Occupation (HMO).
The property at 79 Winchester Road, HA3 9PD will change from a single family home into a shared house for up to six adults.
Harrow Council granted the application on 12 January 2026 under permitted development rules, meaning it did not go to a planning committee and no councillor vote was required.
Because the proposal was made under a Certificate of Lawful Development, the council was only allowed to assess whether it met national permitted development criteria.
In its delegated officer report, the council said, “Any objections or comments received from third parties are unable to be taken into consideration under the merits of this type of application.”
The report confirms the change of use falls within permitted development rules for small HMOs of up to six people.
The property will include six single-occupancy bedrooms with shared kitchen and communal areas.
