Several new food kiosks in Harrow Town Centre remain closed months after being installed, with ongoing works still taking place around the site.
The units, located along St Ann’s Road, were first spotted in November 2025 as part of wider plans to improve the town centre and support local businesses. However, despite being in place for some time, the kiosks are still not open, with fencing, groundwork and utility works continuing around them.
The project has cost £466,473, with the overall figure covering not just the kiosks themselves but also associated public realm works and utility connections required to get the units operational.
They form part of a wider programme funded through the Government’s Future High Streets Fund alongside contributions from the borough’s Community Infrastructure Levy.

The issue has been raised several times in the Harrow Online Group on Facebook, where posts and comments have questioned the delays, the length of time the units have been sitting unused, and the impact this may have on potential income from the site.
Responding in the group, Deputy Leader of Harrow Council Marilyn Ashton said: “It’s not poor planning by the Council, but rather the utilities have taken far too long to do the essential infrastructure works. It’s extremely annoying but we are in their hands on this.”
Harrow Council also said: “We are waiting on Utilities to complete connecting the electrics and water before they can open. We expect this to be complete soon, but it is important this is done right.”

Works are still visibly ongoing around the kiosks, with sections of the area fenced off as connections are completed.
It is not yet clear when the kiosks will open.
