Company fined for failing to make improvements to listed pub in West London

A company has been ordered to pay more than £3,100 after failing to carry out work to a listed former pub in Harlington.

Sarins Group Ltd, which owns the Red Lion pub in High Street, admitted one charge of not complying with a notice requiring remedial work to improve the building and the condition of the land.

The case was heard at Uxbridge Magistrates’ Court on Tuesday 21 April. The company was fined £1,666, ordered to pay £866 in prosecution costs and a victim surcharge of £666.

The enforcement action followed an investigation by Hillingdon Council’s planning enforcement team. A notice required the company to remove overgrown foliage from the land and building, replace loose or missing roof tiles, paint external boards covering the windows and clear debris, waste and materials from the site.

The council said the issue was first reported in June 2023, with concerns raised about the building being in disrepair, including broken windows and roof tiles falling.

Despite warnings and attempts to engage with the company, no improvements were made. A Section 215 notice was issued in March 2024.

A compliance inspection on 30 April 2025 found that none of the required work had been completed. A further visit on 8 July 2025 found the condition had worsened, with more missing roof tiles and continued overgrowth.

During the investigation, officers were told the property had been bought in 2023 in its current condition and that no work would be carried out until planning permission had been granted. The court heard that building work is now underway, with plans to reopen the Red Lion as a pub next year.

“Purchasing and ownership of listed buildings brings with it significant responsibilities and legal obligations to ensure they are properly preserved. In this case, it’s clear that the owner fell short of meeting those responsibilities and demonstrates that we won’t hesitate to take action.”
