Plans have been submitted to Harrow Council to create five new flats at 51–53 The Broadway in Stanmore, on a site which sits next to Pizza Express and extends behind part of the Broadway shopping parade.
The application has been submitted by Palan Foundation Ltd and would see the existing ground-floor commercial space retained and extended, while the floors above are converted into homes.
Five flats proposed
The development would provide two studio flats, one one-bedroom flat and two two-bedroom flats.
The building already extends a considerable distance to the rear, including an existing three-storey “outrigger” measuring around 19 metres long.
Under the plans, the ground-floor commercial unit would be extended by 6.1 metres at the rear. Smaller rear extensions are also proposed at first and second-floor level.
Two existing rear dormers would be removed and replaced with a larger dormer, while rooflights would be added facing the high street.
The flats would have their own entrance from The Broadway, with cycle and bin storage to the rear. Two parking spaces would remain for the commercial premises, accessed from the private service road behind the shops.

Noise from neighbouring Pizza Express considered
The plans sit immediately alongside Pizza Express at 55 The Broadway, so consultants also looked at noise from the restaurant as well as traffic.
The assessment found that some windows would require higher-spec acoustic glazing and alternative ventilation because of noise from road traffic and the restaurant’s air-conditioning and extraction equipment.
The report concludes that the development could be acceptable from a noise point of view if the recommended measures are installed.
Separate Pizza Express redevelopment was refused
The proposal is separate from plans to redevelop the neighbouring Pizza Express site, which Harrow Online reported were refused by the council in April.
That scheme was submitted by Eldengrove Properties Limited and proposed 14 flats. The new application at 51–53 The Broadway is from a different applicant and relates to the adjoining site.
