Plans to demolish a large detached home on Uxbridge Road in Pinner and replace it with eight flats have been approved by Harrow Council.
The development at 550 Uxbridge Road will see the existing two-storey house replaced with a three-storey apartment building. Outline planning permission was formally granted on 17 September, more than two years after the application was first submitted.
The scheme includes six two-bedroom flats and two one-bedroom flats, along with private terraces or balconies and communal garden space. Eight off-street parking spaces are planned at the front, all with electric vehicle charging points.
Road safety concerns raised
The Pinner Association objected to the plans and raised concerns about vehicles entering and leaving the site onto Uxbridge Road.
Its submission referred to the applicant’s transport report, which it said identified four accidents on this section of Uxbridge Road between 2018 and 2022, including one fatality.
The association said: “The proposed development will result in an increase in resident vehicle movements into and out of the site, a point which is accepted by Ardent in its Report. This increase in vehicle movements will occur at peak times in the morning and evening when Uxbridge Road will be busy.”
It added: “The proposed development fails to satisfactorily mitigate the transport impact of the development, which is contrary to Harrow Policy DM 43C. This will increase the health and safety risk to both pedestrians and drivers.”
The group also raised concerns about deliveries, visitors and rubbish collections associated with the new flats.
Council highways team raised no objection
Harrow Council’s transport team took a different view. Officers said the development was unlikely to result in a material increase in vehicle journeys and concluded: “Subject to a conditions and obligations, this proposal is unlikely to result in a severe or harmful impact for the surrounding highway network, therefore, Highways have no objection.”
Council planning officers also said the eight new homes would increase the borough’s housing supply.
In their report, they said: “The proposed flatted development would provide a welcome boost to local housing stock.”
They added that the development was considered an appropriate scale for the site and would not unduly affect neighbouring properties, transport or biodiversity.
The eight flats are below the council’s 10-home threshold for affordable housing requirements.
Permission has been granted subject to a number of conditions, while the appearance and landscaping of the development will still need to be approved separately before work can progress.
