Plans for a late-night venue beneath a shop in Rayners Lane are set to go before Harrow Council’s Licensing Panel after attracting dozens of objections from residents, alongside concerns raised by police and council licensing officers.
Kankudi Limited has applied for a new premises licence for the lower floor of 439 Alexandra Avenue. The ground floor is occupied by Rayners Lane Motors, while the application relates to the space below.
The council report states: “A staircase within the motorcycle shop provides access to the lower floor.”
The premises has previously been known as Baadshah Lounge and, more recently, Sitara Lounge. It already benefits from an existing premises licence, but the latest application seeks significantly later operating hours.
Plans for opening until 4.30am
The application seeks permission for alcohol sales, live and recorded music, dancing and other entertainment until 3am from Sunday to Wednesday and until 4am from Thursday to Saturday.
The premises would be permitted to remain open to customers until 3.30am Sunday to Wednesday and 4.30am Thursday to Saturday. The applicant is also seeking an additional two-hour extension on a number of occasions, including New Year’s Eve, Diwali, Eid and bank holidays.
Depending on the day, this could allow licensable activities to continue until 5am or 6am.
54 objections received
According to the council report, 54 members of the public have objected to the application.
The report states: “The most frequently raised concern relates to noise and disturbance arising from the proposed late operating hours.”
Concerns summarised in the report include music and bass, customers arriving and leaving, shouting, taxis, parking, litter and late-night disturbance.
Rayners Lane ward councillor Thaya Idaikkadar has also objected. The council report says his concerns centre mainly on the proposed late hours and the potential impact on nearby residents.
Police also oppose application
The Met Police have opposed the application across all four licensing objectives, according to the council report.
The report summarises police concerns around the suitability and safety of the premises, including access, facilities for dancers, smoking arrangements and parking.
It also says police raised concerns about the welfare and safeguarding of female dancers and the proposed interaction between dancers and customers.
Harrow Council’s Licensing Authority has also objected to the proposed late hours. The report notes that similar hours were considered and refused by a Licensing Sub-Committee in 2023.
Council officers carried out inspections
The council report also details a number of inspections carried out during 2026.
Following a visit on 30 June, officers recorded seeing “a lock box that had been constructed with a number of deposit slots”, with a female name above each slot.
The report does not state what the slots were used for.
During a further visit on 1 August, the report states that the premises was open while a Temporary Event Notice was in place.
It says: “The premises was found to be in breach of several of the licensing conditions.”
The report adds: “It was discovered that the premises was operating as a Mujra Bar, which had not been disclosed in the application.”
Representations in support of the application have also been received. The report says supporters generally viewed the proposed business as a positive addition to the area and highlighted the importance of supporting local businesses and investment.
Harrow Council’s Licensing Panel is due to consider it on 14 October 2026.
